Introduction
All Employers pay 1% of salary (PAYE) every month to the South
African Revenue Services (SARS) as a skills levy. This money is
divided so that each SETA gets 80% of the money paid by the
employers in its sector.
The SETA uses a percentage of the money for grants. There are two
types of grants i.e. those that are based on the levy paid by
employers and discretionary cash grants. Employers receive back as a
grant a percentage of the levy that they have paid.
An employer can recover in grants a percentage of the levy paid
out on condition that the employer concerned meet all the
requirements as set out in the regulations and guidelines for the
disbursement of funds.

requirements. Training Tracker is an easy-to-use software
package, which will assist you to plan and monitor employee
training.
Recording Personnel Details
Each employee must be registered in the database. Certain details
about each employee must be recorded.
Course Details
Each Course an employee wishes to attend must be recorded in the
database. Certain details about each course must also be recorded.
An employee can NOT be booked on a course, which has not been
recorded in the database. Even courses/programmes which are not SAQA,
DoL or SETA registered must be recorded.
Learnership Details
Learnerships must be recorded in the database. Certain details,
about each Learnership must also be recorded. The system and the
database has been developed using the concept that a Learnership is
a collection of courses. These courses may span over a period of
time, but to complete a Learnership the stipulated collection of
courses must be completed. Once a Learnership has been registered
the collection of courses must be stipulated.
NOTE: Before creating a Learnership the required courses
and the Learnership needs to be registered.
Training Detail
In this process you can plan the details of future training that
must take place and details of actual training that has taken place.
You are able to record details for planned training or actual
training even if it has not been previously planned. This process
records the detail of course bookings and course dates etc.
Recording of Costs
The system enables you to record both the planned and actual
costs. These can be reported on at any time during the reporting
period.
System Administration
This is the process where by the system administrator can update
certain base tables.
Reporting
Here one can select from the number of reports which will reflect
the recorded information. The reports are compiled in a Excel
format.
Database
A relationship database is used to store all data required for
the operation of Training Tracker. This database can reside
centrally on a network (making the system and information accessible
to more than one user) or on a single user’s
